Can a permanent magnet create a strong magnet?
Well, it depends on many conditions. If an iron rod is buried in N_S direction, it develops into a permanent magnet after a long time. But its strength depends upon the longness of time it is buried for... natural permanent magnets are weak ... however, artificially developed ones can be strong again depending on various factors... but conclusively, they are relatively weaker than temporary magnets due to the fact that the temporary ones can be imparted energy to increase their strength.
Yes - you use flux shaping poles on the permanent magnet and then heat up the magnet to be magnetised beyond the Curie point and let it cool. If the pole shaping is good and the magnet not to big relative to the other then you might get away without the heating. Most magnets are magnetised with "pulse discharge" electromagnets.
